Robert L. Horton is the Director of the Office of Asset Accountability Management for the Department of Watershed Management – City of Atlanta, GA. He is responsible for the purchasing and maintenance of over 1300 pieces of equipment, seven warehouses, and manages a budget of 23 million annually. Previously, as the DWM Fleet Manager, Mr. Horton purchased and installed Samsara Telematics on all DWM vehicles, established the implementation of Agile Fleet software to create the DWM Car Share Program, purchased over 35 electric vehicles, and increased electric vehicle charging capability by installing 18 EV charging stations, and introducing the Beam ARC system. Robert utilizes data from Samsara to enhance the tracking of equipment and vehicles, increase vehicle utilization, and ensure adherence to all safety procedures. Robert has also modernized the six warehouses by installing Maximo and Waterworks enterprise asset management systems, utilizing Barcodes for all items. This has increased organization, accountability, efficiency, and visibility of all warehouse operations.
Robert is a former football player for the Georgia Institute of Technology and a committed season ticket holder. He is the former President of the Atlanta Metro Chapter of the American Public Works Association and a current member of the Georgia state board (APWA).
